old s3 videocards never properly configured

Bug Description
when installing ubuntu on older systems with relatively old s3 cards ,they never get correctly configured.The same problem occures each time again also with latest dapper release.(I tested several different s3 cards)
S3 card gets configured in 24 bits mode ,this always result in not starting of the gnome display manager and landing in a shell.I know this can be easely fixed by hand changing to 16 bits, but for new users this is often a dissapointment in thinking the installation went wrong.
There should be a way so these cards will configure in 16 bits mode and work out of the box.
