Came to say that I've found a workaround/fix for this bug on my system: I've upgraded xserver-xorg-video-intel to 2.16 version, and switched video output to gl. Using xv still causes tearing, but I'm ok with that.
Looks like this also fixed tearing in opengl games.
I use Debian GNU/Linux on Intel Core i3-2310M. Driver package I used was the one from official Debian unstable repos. Thank you all for comprehensive discussion on this bug, it saved me a lot of time googling :)
