By other OS, I presume you mean the ones that *only* support pageflipping compositors? Which for the reasons highlighted above work just fine.
IVB in theory supports vsync'ed writes to the scanout, give or take a few hundred microseconds in signal latency between the display engine and the render pipeline. When I get my hands on an IVB, I'll hook up the required kernel/xf86-video-intel infrastructure and see if the claimed retrofit of vsync works...
In the meantime, the only answer is take a leaf out of the other OSes playbook and only use pageflipping.
