Really, this bug is basically a dupe of 541511, and documented in both the release notes and the Ubuntu-X wiki. The fact is that 8xx support in the Intel driver has been quite buggy for a long time, and there have proven to be no settings which fixed it for all users. What fixes it for one set of users makes things worse for another. To top it off, while you would think i855 is a common graphics card, we had only a scant number of 8xx volunteers doing testing, which has made supporting this hardware in Ubuntu extremely challenging. There have been suggestions that Ubuntu should drop support for 8xx since it is difficult to get upstream to give priority to issues, but personally I'm not a fan of that option. Still, ultimately we're dependent on upstream's work to resolve the issues and thus are gated by what they see as support priorities.

Also be aware that any changes to KMS blacklisting requires a rebuild of the kernel across all architectures and flavors. As you can understand, this is a very time consuming process.
