Sounds like there are two issues here:
  1) starting up at 1024x768 by default
  2) running GL apps at less than 1024x768 doesn't work

Is that right? For (1), you can create an xorg.conf to bring your TV up at a different resolution.

Bug (2) seems more serious. We should have one of our Mesa developers check it out.
