System Settings->Advanced->Service Manager and turning off "Detecting RANDR (monitor) changes"
On KDE4 it's in tha settings window.
I turn it off the service and the screen see correctly.

I also confirm that turning off the service in question stops the screen flickering with immediate effect. This is on a Dell Inspiron 1300 with Intel Corporation Mobile 915GM/GMS/910GML Express Graphics Controller (rev 03) display controller.
