I can confirm this. On Hardy, all applications scroll somewhat slower (except Firefox 3, where it gets that slow that it's nearly unusable) if I have Compiz enabled (both with Emerald or Metacity). Disabling Compiz they work OK again.
This doesn't seem to be a composite problem, but rather a Compiz one, as using xcompmgr (in a GNOME/Openbox session) doesn't cause this issue.
