As comment #117 suggests, disabling tlp fixes it for my Broadwell Celeron laptop. However, another way to fix it (at least for some of us) is to set ALPM to a higher power state, which means you can keep tlp enabled. In the tlp config file /etc/default/tlp, set the line SATA_LINKPWR_ON_BAT=min_power to SATA_LINKPWR_ON_BAT=medium_power or to SATA_LINKPWR_ON_BAT=max_performance. If not running tlp, add the same line to /etc/pm/config.d/sata_alpm (and probably also for SATA_LINKPWR_ON_AC).

The problem with this solution is that on chips where the southbridge and cpu are packaged together (Broadwell, Haswell, etc.), the package won't go into lower power states, so battery suffers. For instance, I can't get it into anything lower than C2, as powertop indicates.
