So, you've got two problems here:
1) Something has accidentally installed the nvidia drivers during your upgrade to Lucid, breaking all other drivers. Since you don't have an nvidia card, that's broken your display drivers.

2) The fglrx driver no longer supports your card, and the fglrx drivers break all other drivers, so even if you uninstall the nvidia drivers, fglrx will be breaking your display drivers.

What you need to do is remove both nvidia and fglrx. Then the open-source xserver-xorg-video-ati drivers can work.

I'm marking this bug as invalid; it's a configuration problem.
