I have downgraded the mesa drivers to 7.4.0-ubuntu3.2 (the most recent I could find). This seems to have partially returned Jaunty performance, but not quite. Anything that involves true 3D (e.g Tux Race, Compiz cube) really struggles and Flash performance very poor.

As this is a new install, I have no xorg.conf (it's my understanding that this file is not used any more).
