Altough I couldn't get desktop-effects to run at first (due to _unrelated_ Bug #123712 and Bug #123712), I managed to get it to start after:
-- manually changing xorg.conf DefaultDepth to 16 (it's a pitty displayconfig-gtk doesn't allow to change bitdepth); -- unloading and loading radeon module (sudo rmmod radeon && sudo modprobe radeon); -- using `SKIP_CHECKS compiz --replace`;
but I got the same symptoms as the original reporter.
PLEASE NOTE THAT THIS IS A REGRESSION! Compiz worked flawlessly at 16bpp in Feisty (with glxinfo -l reporting the same (1024) MAX_TEXTURE_SIZE).
