The same problem has started happening for me since upgrading to Ubuntu 10.04 64-bit from 9.10 64-bit, on both my desktop and laptop. It never happened before.

It also happens with the ctrl key, and doesn't happen when the ctrl key or shift key is pressed, but at a random time while typing.

I am able to reset it by some combination of pressing Ctrl-Alt-SysReq-R and switching to tty1 and back.
