I also have this problem upgrading from 7.10 to 8.04.

I swapped the Capslock and LeftCtrl keys through gnome-keyboard-properties. This works fine, except that the Capslock LED light toggles every time I hit the physical Capslock key. I also confirm that this is indeed distracting :-).
