If you google for HP TouchSmart Phantom Touches then you will get reports of others having this issue. This being said I don't think it is software related.
A temp fix to see if it is your touchscreen is next time it happens, open a console and type "xinput list" to get a list of devices, then grab the numeric ID, say 15 for instance. Then run "xinput disable 15". Your issues should immediately stop. It sucks, I know.
I am having this same issue with my Thinkpad W510 Touchscreen (Wacom). https:/ /bugs.launchpad .net/ubuntu/ +source/ xserver- xorg-input- evdev/+ bug/1321351
