Bug Description

After upgrading from 15.04 to 15.10, if I slowly scroll down with the mouse wheel, the content scrolls down correctly. If I rapidly scroll down, the window's content scrolls up a few lines in a "rebound" after the scrolling down is completed. It's enough so that if I start with the content scrolled all the way up, the usual view when you open a new web page or document, if I rapidly scroll down with the mouse wheel, the content scrolls down but then jumps all the way back up.

I could reproduce this in the latest versions of Chrome, Firefox, and LibreOffice Writer.
