Problems playing Full Screen Videos with fractional scaling on Nvidia

Bug Description

Anytime I try to play a video full screen it will work for a second or two. The I get a black screen for a second and the video will keep playing but only on the top left corner, the task bar (I have it at the bottom) will start flashing in and out. Audio plays fine all time. Maximazing the app works. I have use the default video player as well as VLC and Haruna Video Player (Haruna is the only one I have found to play the next video on a folder by pressing the next fwd buttom).
