Sebastien: Yes, that is precisely the issue! Took me an afternoon of sleuthing to figure it out.

Emiliano: You might want to find out if any package is providing that file (e.g. dpkg -S 20-intel-graphics.conf) and delete that file if it turns out to be orphaned. I do not that file, but I do have xserver-xorg-video-intel installed.
