Thanks for checking. So the question is how this XKBMODEL="SKIP" appeared in /etc/default/console-setup in the first place. The file is written by console-setup's postinst, and that has a special case for "SKIP" once, but not in the code which actually writes the default file.

My guess would be that the question wasn't shown somehow in the installer, which leads to the debconf database having this "SKIP" value. On the date when it broke for you (3/26/2010) we did get a console-setup update, I guess this triggered the bug for you.
