This is happening to me now with Gnome on Ubuntu 22.04.3. I'm going to document all the behaviors I see, and I think I have reproduction steps (taking a screenshot when a context menu is open, maybe specifically with shutter), but I need to reboot to verify the exact steps.

Observations while it is stuck:

- Core issue: Window focus cannot be changed with the mouse.
  - But it can with the keyboard. Alt-Tab still works.
- On the focused window: All mouse functions work: left / right / middle / wheel / hover
- On other windows: ONLY hover and wheel (scroll) DO WORK. No clicks whatsoever
- On the upper or lower gnome toolbars: nothing works. No clicks, no hovers. But the clock time is still correct, so they're "working"
- If I tap META, it opens the activities ui, but no mouse functions work (click/hover/wheel), but I can hit TAB or start typing to search for an app to launch / use arrow keys to navigate the interface.

- Regarding window adjustments (resize by borders, drag by title, close/maximize buttons) - Google Chrome responds differently than all other windows. I assume this is due to Chrome's custom window decorations.
  - Google Chrome can still be resized and dragged by title and closed / maximized / etc
  - Non-custom window decorations (gnome-terminal, gimp, shutter, vscode, Chrome's debug tools, etc) cannot be dragged, resized, or closed by their window decorations.
  - META-click to drag and resize does not work for any windows, Google Chrome included.

- Changing workspaces with keyboard still works. When you do so, as always, one window in the new workspace is focused, so it's the only working window.

- Running xev (and then closing it) did not fix it
- Killing shutter did not fix it
- Taking a second screenshot with shutter does not fix it.

I think that's all I can observe, I'll reboot now, and edit / update if I can reproduce it.
