I discovered that by changing the USB port that my mouse was plugged into would cause the problem to go away for a while. It will always come back in time (a few hours, days, or weeks), but at least it's a partial solution.
This does not happen on other operating systems (namely Windows XP and 7), so I am confident in ruling out a hardware problem.
