Right now it doesn't change keyboard to US international (dead keys) it changes to whatever I have defined in xorg.conf
My conclusion is that settings in Gnome are being ignored in favor of the settings in xorg.conf whenever I plug in an USB keyboard. A one way to reset it, is by going to keyboard preferences, then adding or removing any keyboard.
