I have exactly the same problem.
C3 is never entered just by enabling the DRI module.
System is a Thinkpad X31 too, so this seems to be a problem with the ATI
Mobility Radeon 7000.
C3 is also not entered, when the X-server is idling.
My system gets slightly hotter with the cpu never being able to relax.
