I can confirm that --panning works for me. While I'm good now, I'd encourage the maintainers to consider this a severe UX issue. It's not at all intuitive that you need to change this option to make it work.
Then again, it probably makes sense to add options to the control center for changing the scale factor where it could set the right panning option transparently.
