Comment 3 for bug 1243735

I think the duplicate status is wrong because this bug affects more than just Chromium tabs, it affects every single application that I have run in Unbuntu 13.10. Text randomly is blinked on and off like Christmass tree lights after upgrading from 13.04 to 13.10. This is very annoying to say the least.
