       libxmlrpc-c3-dev.

   * d/copyright: Upgrade to latest DEP-5 format.
   * d/patches/ldflags_build.diff: Refreshed.
   * d/patches/linking.diff: Explicit linking with libxml2 (ie. reorder LIBS).
