I didn't had problems with layout until upgrade to 13.10.

The default keyboard layout is "abnt2 (br)/Português (Brasil)" and I have a second layout for "Inglês (EUA)/English us_intl". Even with the trayicon showing "Pt", what I really get is "us_intl" layout. If I select the already selected "Português (Brasil)" in the keyboard layout tray icon submenu, it changes to the correct layout.
