I have this problem with norwegian keyboard. Running 12.04 clean install from ISO a week after the release, so I guess it is the same version as people above reports.
When I choose keyboard language from GUI it seems to change, but it sticks to US.
A workaround that works is that I do this:
sudo setxkbmap -option grp:alt_shift_toggle no,us,se
That allows me using keyboard for quite some time, a few hours. Then norwegian keyboard suddenly disappears. Then I have to run the command again. That forgetting keyboartd issue looks like a few bugs named "Ubuntu forgets keyboard language USB".
