Those lines marked with FAIL work OK for me. For example,
setxkbmap -model hp6000 -layout pl,us,de -variant ,,
works fine.
Typing AltGr + l = ł should work universally in GNOME, KDE, etc as no dead key functionality is involved.
Could you please try to reproduce in Ubuntu 10.04;
When you type 'setxkbmap -model hp6000 -layout pl,us,de -variant ,,'
you can see at the end of Xorg.0.log a new line similar to
(II) XKB: generating xkmfile /var/lib/xkb/server-2373FAEA6F9468A6CB19A3F6E7C3B80BD5288A0E.xkm
In your Xorg.0.log I do not see such lines. It is possible that this debug feature is enabled in 10.04 only, so do try again and report back.
