It seems the only REAL fix is to change symbols/compose(ralt) to:

partial modifier_keys
xkb_symbols "ralt" {
    key <RALT> { [ Multi_key ] };
};

I'll commit it to CVS ASAP and see what would be broken...:)

The RALT key is a real evil these days...
