This is an issue with the keyboard layout for "no", Norway.
You need to fix the file at /etc/X11/xkb/symbols/no
and submit the changes to bugs.freedesktop.org, product: xkeyboard-config

xkeyboard-config is at http://freedesktop.org/wiki/Software/XKeyboardConfig

If you do this now, you might get it in Ubuntu 8.10.
