At the advice of https://bugs.launchpad.net/ubuntu/+source/xfree86-driver-synaptics/+bug/320632/comments/86, I ran the following: sudo apt-get install xserver-xorg-input-synaptics and logged out and back in. Both tap-to-click and edge-scrolling now work fine.

One tiny annoyance: my mouse speed seems to have returned to default after installing the above.
