Bug Description

[Impact]

 * The weather plugin shows "No Data" and he following messages are displayed in .xsession-errors:
(wrapper-2.0:2771): weather-WARNING **: 06:47:41.228: Download of weather data failed with HTTP Status Code 404, Reason phrase: Not Found
weather-Message: 06:47:51.428: getting https://api.met.no/weatherapi/locationforecast/1.9/?lat=37.092022&lon=-84.604108&msl=298

 * The met.no sunrise API version 1.9, used by xfce4-weather-plugin versions prior to 0.10.2, expired on 2021-03-01.

 * Ubuntu 21.04 is unaffected, as xfce4-weather-plugin 0.11.0 includes the newer API

 * Affected supported releases include: 20.04, 20.10

[Test Case]

 * Add the weather plugin to the Xfce panel.

 * Right-click on the plugin and select Preferences to configure it.

 * After configuring the plugin, click on it to show the Weather Report dialog.
   * With version 0.10.1 and older, "Currently no data available." is displayed.
   * With version 0.10.2 and newer, the weather forecast is displayed.

 * Verify that the weather forecast works with the newer version by right-clicking on the plugin and selecting "Refresh".

[Where problems could occur]

 * None. The plugin is currently non-functional.

The blog was written back on Feb 04, 2021 stating that the 1.9 will be turned off on 3/1/2021. https://api.met.no/blog/2021-02-04-extremeswwc

One would think that if the devs knew that they were going to shut off the 1.9 API that they would have planned ahead and already released 0.10.2 or 0.11.0 into 20.04 already resolving this issue.

Please push the release of 0.10.2 so that we can stick with the Ubuntu release version and not installing from git or the MX release just to get the weather plugin working again.

There's at least one feature change in 0.10.1 -> 0.10.2, but I accepted it on the basis that this package is completely broken right now, so it shouldn't matter to users who cannot be regressed further.

The 0.10.2 works for me on Xubuntu 20.04.1, however it was a real pain to try to find a way to install it (Luckily someone at another distro made a deb package that worked with proper dependencies from an rpm file?) Otherwise it would not build on my system (I was unwilling to install a ton of development files other junk and spend hours messing with it, as a typical user.)
However, mine doesn't work properly on a vertical panel after a recent update (can't remember all the details) on hover, tooltips don't show up and the panel flickers.
This only occurs on a vertical panel, on a horizontal (bottom) panel it works fine. (Places panel plugin external does the same thing, if that helps, all else is OK.) I fault xfce 4.14 not that 4.16 is any better, more bugs if anything. Fix one thing and another thing breaks!

Sorry to hear that, I did not have any issues. I felt that it was
idiot-proof enough that I was not able to break it.
