I have exactly the same issue on 15.10 with an intel card.
philmmanjaro on github has published a patch to solve the issue. Just applies the patch on xfce 4.12 source code
The workaround to fix this is the following:

$> sudo apt-get install xfce4-dev-tools libexo-1-dev libgarcon-1-0-dev libxfce4ui-1-dev libxklavier-dev
$> git clone git://git.xfce.org/xfce/xfce4-settings
$> git clone https://github.com/manjaro/packages-extra.git
$> cd xfce4-settings
$> git checkout xfce4-settings-4.12.0
$> patch -p1 < ../packages-extra/xfce4-settings/hdmi-power-cycling.patch
$> ./configure --prefix=/usr --enable-pluggable-dialogs --enable-libxklavier
$> make
$> sudo make install
$> sudo reboot now
