Can you also share the output of:

$ systemd-inhibit

Based on the your logind.conf attachment, unattended-upgrades increases InhibitDelayMaxSec to 30s. I'm guessing there is an inhibitor that's in place at suspend that is not being released until that max kicks in and suspend continues.
