It got fixed even before I rebooted; so installing that package changed config files, and indeed I see this:

# /usr/lib/systemd/logind.conf.d/unattended-upgrades-logind-maxdelay.conf
[Login]
# delay
InhibitDelayMaxSec=2

Not sure why it was set to 30s...
