When killing xfce4-power-manager, the laptop sleeps/resumes normally (only once).
However, it shouldn't sleep at all when xfce4-power-manager is not running.
So bug 1222021 actually is causing this issue because something else than xfce4-power-manager is trying to put the laptop to sleep but instead the sleep command gets put into queue and is executed after the first resume from sleep.
I've got the same bug since updating to 13.10.
