When action on lid close in xfce4-power-manager is set to "Sleep", the laptop correctly sleeps when the lid is closed.

When the lid is opened, the laptop resumes briefly, then sleeps again. I can trigger a resume successfully either by pressing the power button or by closing and reopening the lid.

This is a regression from 13.04 where suspend/resume worked correctly.

If I sleep by pressing the "Suspend" button in the XFCE "Log Out" menu the laptop sleeps and resumes successfully and doesn't not sleep twice.

This is probably related to #1222021.
