I have the same problem on Ubuntu 9.04 AMD64.

While looking into what caused the problem, I noticed that /boot/grub/menu.lst had not been changed to boot into the XEN hypervisor.
Also, there were not XEN kernel images installed, and I could not find any pre-built ones.
