In lieu of Debian changing something, I'd suggest replacing this package with the one we actually develop specifically for Ubuntu: https://launchpad.net/~wireguard/+archive/ubuntu/wireguard

Could you take care of importing 0.0.20190913 (or newer, depending on when you read this) from there?
