This might be related to KDE's desktop effects. If I don't have them enabled at all, the menus work properly. Also, if I enable the desktop effect "Fade", they also work properly. It seems that although the "Fade" description says it makes windows fade in and out, it also makes menus fade in and out. I don't know which package that is though -- something related to kwin?
