SOLUTION (HACKAROUND) FOUND!
jno@jno-rstl:/usr/share/X11/locale$ ll ru_RU.UTF-8 lrwxrwxrwx 1 root root 11 2007-04-20 14:41 ru_RU.UTF-8 -> en_US.UTF-8/
As it was ok to type in the cyrillics using en_US.UTF-8 locale, I've just symlinked it to ru_RU.UTF-8. My tests using notepad.exe and Lotus Notes are fine.
