The wine betas are provided by an Ubuntu "wine1.2" package because:
1) It needs to be named different from the stable Wine since it's a different package
2) Renaming a package is not an easy task (as upgrades are done based on name)
3) They will eventually be replaced by the real Wine 1.2 (which shouldn't be any worse than their current status)

So while "wine1.2 version 1.1.30-0ubuntu4" might sound like a weird package name, it will never be seen by anyone unless they're running terminal commands (it's called "beta release" in the Software Center, for instance)
