You could of course try submitting the patch anyway and watch it drop. Last time someone submitted this patch Michael Stefaniuc actually reviewed part of it (http://www.winehq.org/pipermail/wine-devel/2009-April/074666.html). As far as I can see the issues he brought up aren't even fixed in this version.
