Did the .upload file exist for that .crash file? If it did and
whoopsie-upload-all had already timed out waiting for whoopsie to upload
the crash file then that scenario makes sense to me. You might look at
the apport-noui log file in /var/log/upstart to see if that particular
crash file was previously detected.
