Confirmed. Installed language-pack-pt and set environment to match reporter's, saw the same problem.

The issue is a translation one... sort of. The wget source that deals with the progress bar is poorly written (I'm the upstream Wget maintainer, but didn't write that part), and assumes that the translation for "ETA" will only be about three characters. So when it's replaced by a sufficiently long string, like "tempo estimado", it writes longer than a single line, which screws up the display.

The original upstream wget-1.11.4 has no translation for that string (it's empty), so this must be an issue specific to Debian or Ubuntu.

The core issue is really wget's poor handling of the translation (though that is a long string to appear in the progress), but the most straightforward solution would be to file a translation issue (it's a separate area from "bugs"), and link this to that. Probably leave this one open until the other's resolved, but I'm not really sure.
