 I intend to separate it as 41-fonts-{zh_cn,ja_jp}.conf

 I think "put it to below 65" means "do not harm non-CJK users", but
 match "lang" specific would not cause any harms, IMO.

 I think it does not so bad, see

 browsing some web pages with en_US locale.

 Could you tell me which case or URL would be harmful in en_US locale with
 "another proposed 65-nonlatin.conf"? I'll check it.
