To answer your question. There have been no announcements in regardless to any 'reimbursements' related to the DDOS attacks a few days ago. If you feel you are entitled to something (although it wasn't MS's fault, you are right, you pay for a service and for a period of time MS didn't/couldn't provide it) I'd suggest contacting customer services.
It's been a few years since I have pressed them for some form of compensation, but as an example, when Halo 3 launched, I had pre-ordered the legendary edition, which was sold out by launch day. My game disc was faulty and wouldn't play. The store I had bought it from couldn't swap it for me as thy had no spares and my only option was to send the game away for a replacement. I felt that as I had pre-ordered it, paid day one prices but was now unable to play the game for a number of weeks while a replacement disc was turned around, I was entitled to some form of recompense. I think they gave me a wireless headset which had not long since launched. This was in 2007 so times may have changed but it's worth a try. The offer didn't come straight away and took an equal amount of pressing on my part.
