When installing vsftpd via 'sudo apt-get install vsftpd' you see the following lines in the output that would indicate the directory 'home/ftp' is not being created but in fact is.

Adding system user `ftp' (UID 106) ...
Adding new user `ftp' (UID 106) with group `nogroup' ...
Not creating home directory `/home/ftp'. <<------ See this line.
* Starting FTP server: vsftpd [ OK ]
