vlan was only used in the context of ifupdown which is demoted to universe.
Therefore vlan won't be needed in main.

Therefore @nova maintainers - please drop the dependency to the "vlan" package which is explicitly listed in d/control at the moment. The code seems to already use `ip link` so it might be just dropping the dependency, but I leave that to the openstack Team.
