I have the same problem on similar hardware (Intel Core 2 Duo 2.66 GHz, 4 gig RAM) and 64-bit Ubuntu 10.04.
I have tested a few GBA ROMs and get speeds of over 200%. (this is with throttle=0 or throttle=100 in the cfg)
Trying to speed donw the emulation by using throttle valus of less than 100 gves choppy and jerky sound and gameplay.
